When people think of business environments, what comes to mind for most people is a board room filled with executives, or a corner office where two men shake hands over a contract. The hustle and bustle of wall street stock brokers or a corporate yes man using words like 'synergy'. The kind of business that while it may not always be ethical is almost always legal and done in plain view of society.
But not in Gotham city.
No here business is more likely to take place in abandoned dock side warehouses or in off the books underground research labs. In hidden rooms in the back of trendy nightclubs or in a darkened back alley. Or sometimes, like now, two men in dark leather jackets standing at the back of a windowless panel van showing off the contents of a crate to a half a dozen gangbangers.
Gotham is a city known for diversity and that extends to its gangland society as well. Home to everything from biker gangs to fully organized crime syndicates, the gangbangers watching as one of the two dealers reached in to the crate were clearly middle of the pack when it came to the hierarchy of crime. Which, unknown to them, was why they were being sold to. These dealers had orders from their supply who had orders from his boss, to look for and sell to exactly these kinds of groups. The perfect mix of being high enough to have the money needed to purchase the arms they were moving but not so high that they had lost the hunger and the drive to do whatever and use whatever it took to move up. And as the first dealer pulled out a bulky yet still somehow sleek black metal gun with a small glowing blue tank on the back of it, it was clearly to anyone who could see that they weren't buying some knock off assault rifles.
"So i'm sure as local boys, you all know Mr. Freeze. A one man blizzard and army. But that gun of his, so large and heavy, you'd have to either be in a suit like his or hopped up on Venom to lift it. Well not no more my friends! This little number right hear weighs about as much as a standard AK, but you can freeze a whole car in two seconds flat from half a block away!"
At this point he takes aim at an abandoned car near by and does just that. Most of this neighborhood is abandoned, forgotten by society and the police which makes it a perfect spot to show off. Still in the city yet isolated. In what seems like less that the two seconds he quoted, the whole car is encased in solid ice.
"Bam, a whole car full of your enemies taken out before they can react. Adjust the dial on the side and you can weaken the wall of a building to the point that one good hit from a sledgehammer will get you access to the sturdiest of bank vaults. A couple of guys armed with these in your crew backed up by regular firearms and you can take out anyone who stands in your way. And at only 250k a piece, included your first two canisters of coolant, you'd be a moron not to buy them!"
The pitch was almost unneccesary. This crew had been looking for a way to step up over their competitors and reduce any worry about the cops. Some militarized versions of super villain weapons were exactly what they needed. One of the men handed over a large duffel bag to the second dealer who opened it up to reveal it was stuff with cash.
"And a cool million gets you the whole crate of four. Congratulations gentlemen on your fine choice in weaponry."
As the crew of thugs moved forward to take the crate out the two dealers looked at each other and smiled. They were so far down the pecking order they had no idea who was running this or how they were making these weapons, or the others that a dozen other vans were moving that very night, but they had to admit it was great. They were clearing big cash with small under the radar buys that by the time these idiots that bought them started using them, they'd all be wildly rich.
It was a plan that had been calculated perfectly.
