A new look is in order for I must look the part of Fear Himself. Batman's 'disappearance' has emboldened many who are regularly taken back to Arkham by the Batman. Still it is not entirely clear field as many of the Bat's allies are still out there and then there's the rumors of outside influences. Influences that stalk Gotham's 'villains' in order to maintain the illusions of Batman's relentless watching us all.
They are afraid of they are not up to the task. Why else would so many 'heroes' be prowling rooftops and racing streets for 'criminals' (or in my case 'supercriminal')?
It is time to prepare reminders for the people of Gotham and those who act like they are the 'heroes' while I remain one of the 'villains'.
Bring them once more face to face with fear courtesy of Fear Himself. Otherwise known to 'both sides' as the Scarecrow.

I must take unconventional paths to affecting Gotham and her 'heroes'. Likewise I must even leave my 'fellow villains' with fear as well. However else would I make it possible to spread it. Research, ah glorious research, and in time this city will tear itself apart as I watch turn on each other. Subtle dosage to start with and gradually it will build up. Separate these chemicals are seemingly harmless, but together they will amply fear.
My list includes people who hunt me and enlist me for their schemes.
Make-up, fertilizer, laughing gas, riddle boxes, money, and that's just the beginning as it will spread to the tools of trade for my hunters. The very things they usually daily or rely upon with proven dependency will be their downfall.
Of course I know that the man who calls himself Calculator has plans of his own for many of my targets, but he won't interfere with me as long as my work benefits his plans. All the same I doubt I'll allow him fear gas immunity, one goes for one... goes for all.

I left Arkham to salvage my aftereffects of weeks of experimentation on my part. My departure relied heavily on utilizing the tools of trade more common to some of the other maximum security residents like me. Jervis Tetch was exceptionally useful in that regard for his cybernetic speciality in order to leave the guards mindlessly repetitous as the drugs flush from their system leaving little trace of the early phases of the gas project. As for burning any traces of my research I had Drury Walker burn them for me given his penchant for pyrotechnics and all things fire related. Mr. Freeze made a useful carrier for the latest gas incarnation given his reliance on refrigerator suits and cryonics thus storing the gas in a frozen state until exposed to the air where above subzero temperature would revert the frozen gas to a vapor state. Totally undetectable by all senses.
You'd be exposed rather easily without regular exposure to the counteragents, which I keep in sufficient stock for myself. Again its important to not expose myself to my own handiwork.
I also made sure to distance myself from Waylon Jones after leaving a dead subject who died from over-exposure amongst the food supplies sent down to him in the form of dead creatures. As he is known for saying tick tock feed the croc like Hook's crocodile phobia as one is written to have eaten the hand that is now a hook.
I have also sent samples of the gas anonymously to other cities, at least to bidders who might be interested, but they'll be exposed to thus making a market for the counter agent provided they pay me. Manufacturing either variation is expensive and well I might as well be sending this stuff to the tax collectors too.

Geena Pomor was the first of many fear collared insiders who will disperse the gas compounds through every day/night sold products. Any combination will build up the compounds into unwitting buyers' systems until they are overcome by the gas, which is odorless, colorless, and tasteless. Well its not as if the gas ever had a taste before aside from people coughing when inhaling it, but now they won't cough either. Nothing will seem wrong, which is the overall point so once something seems wrong reactions will vary. Some will panic, some will scream, some will attack, some will cower, some be killed or kill themselves, and whatever reaction transpires its all unknown.
Research moles' fears proves time consuming, but overall necessary. One way or another they'll succumb to fear and be my pawns.

The next mole in mind works in Mayfields Department Store, one William Krantz, he fancies himself the man of the floor, which is true, but what does he fear I wonder. I go shopping in disguise best not to look like Jonathan Crane in the least.
He shows signs of someone obsessed with cleanliness Evident by his reaction to someone spilling their coffee on him by accident. He yelps at the hotness of the liquid and follows it by saying I'm docking your pay for today. A bit extreme for a coffee stain, I'll have my people snatch him after hours.

Krantz was easier to turn than Pomor. I've also been using dealers and suppliers to slip the gas compounds into drinks served at all the major hot spots in Gotham. From the classiest joints in town like the Iceberg Lounge to the criminal commune better known as the Stacked Deck and from all those locations I would observe the crowd sampling.
The more they drink, the more they ingest, and it won't be just the hangovers that empy them out.

Bars, clubs, lounges, nightclubs, pubs, and other social hot spots provide a rather indiscriminate dispersal for the gas' gamma and lambda compounds. Even the Iceberg Lounge provides an opening for testing. Of course getting it in meant to snagging several of those 'working' girls as well as Diedre Vance and Nina Damfino. How they came to be working there is something of a mystery, but one I look forward to coaxing out them because one doesn't change bosses on a whim.
Hostesses and hosts alike get me access to the clubs by way of their drinks and foodstuffs. Lacing the consumables with the gamma compound shall intensify the breaking of inhibitions, expose attractions, and increase restlessness.
Lambda by way of physical contact with certain every day or night objects will cause psychological repression so that whatever they do as a result of gamma, they won't remember it clearly if at all, and my that will embarass plenty based on who they wake up next to the following morning or night.
It will also interfere with the body's ability to cope with hangovers.
I'm still refining the omega compound and so far I hope it will increase the life cycle of the gas so that it won't dissipate too early while concealing the gas by breaking it down and reforming it so it will evade potential blood screenings.

I decided to test Lambda on Diedre Vance and Nina Damfino, former lackeys of the Riddler. Little has been heard of him since his gift wrap hand-off to the GCPD. As for these two, I had Geena Pomor and William Krantz go to the Iceberg Lounge together to observe them in action. Tetch's mind control chips were handy in that respect. Pomor would never admit her attraction to women openly and as for Krantz he's quite repressed. So both were able to divide and conquer the pair then bring them to me after enough persuasion as well as drugging them through drinks.
After a stay period, I flood the chamber with Lambda and wait for the results. It doesn't take long, but then their cross-exposure to Pomor and Krantz speed things along enabling me to observe the compound bonding effects. The simplicity is the elegance of this psychological manipulation and if this is what it does to people who don't shadow my movements than I can only begin to see what it would do to them.
I await you Bat Family... I await you indeed.
Now I send Pomor and Krantz on their way back to the residences.
The latest from the dealers reports a consistent string of repeat customers. They are asking for more. I insist that I use their manufacturing connections to expedite the process. They agree and so one step closer to bring Gotham face to face with her fears via the people of Gotham.

It appears my Arkham departure has been noted according to my mole there. the mole reports the arrival and swift actions of a faceless interloper. it can only mean that the Question has been mucking about, but he'll still be exposed because not even his mask can filter out the effects. He might be more covered than most of other costumes though his immunity is as nonexistent as theirs.
Still I think he'll find his would be allies preoccupied with the effects and side effects of the gas on them. particularly behavior modification and interactive hallucinations.
Now the game really begins... to see how these fools will run amok trying to undo what's already been done to them.

A few years had passed since I last wrote of an earlier generation of fear gas and toxin. I have been working on something new in the intervening years. It has become rather necessary to periodically destroy copies of my journals, my notes, but not all copies. Some have been left intact albeit intended to be convincing fakes or at least a form of misdirection. I have learned of new technology that would enable me to disperse my gases and toxins over much wider areas than I have ever dared consider feasible in previous years. Science and technology so often steady move closer to the once imaginative though improbable realm of science fiction. Science fiction has drawn so much closer to science fact.
It was so much more conceivable now to blanket an entire city using newer technology so long as I could acquire the technology necessary to accomplish dispersal on that scale of magnitude and to further be able to do so without interference by any costume wearing opposition. Names as well as companies to consider for this project include Simon Stagg of Stagg Industries, former 'colleagues' employed by Cadmus Labs and by S.T.A.R. Labs

Simon Stagg revives a World's Fair Era nostalgia with his growing fleet of airships. Stagg is a lot closer to Gotham than some of his would be rivals like Luthor though the latter still wields some influence in Gotham evident by the development projects bearing his company's signature logo. It would be necessary to investigate just what were capabilities of Stagg's secretive research division and evidently having mobile airships were a potential key to dispersing airborne weapons of my own designs. Further Stagg's multi-purpose research groups would ideally suit a means to combine seemingly disparate components into something much more lethal.
Perhaps a way to reach Stagg can be found through the contacts of the Broker otherwise known officially as Sherman Fine. Fine is widely known for his resources in finding hideouts and lairs for those who are often put into the same category as me. The category someone call the Rogues' Gallery.
Another notable occurrence in Gotham involves many thought previously dead - maybe they were - maybe they were not - maybe someone just wanted the air of mystery about - of course I would be remiss not to consider the antics of the various 'rogues' known as Clayface.

It appears Oswald Cobblepot remains enterprising as ever with his nightclub and of course it would appear even he manages to attract patrons who at one time or another were his enemies - who knows maybe they will be enemies again - the unknown of what's been known to happen from time to time. The anticipation and the expectation of events to come to pass guides behavior - emotional as well as logical kinds. Gotham City has never been one to lack in terms of subjects whose behavior tends to shows signs of emotion and logic - sometimes together, sometimes against, and sometimes something else altogether - not one quite or the other.
If my plans are to go forward it will require my associates to put the plans ahead of any rivalry which is liable to exist between them - to pool their resources - to execute various side plots to distract as well as divert our mutual enemies long enough for plans to reach their points of no return.
Potential associates at this stage include Gotham's resident pyromaniac Firefly to scatter Gotham City's fire departments - additional figures will also be necessary to undermine the mobility of the GCPD - someone or multiple some ones to drive a crime wave - to stack up cases in limbo. Essentially anyone who can cripple the city's infrastructure - turn their technology against them in every conceivable way.
Furthermore a place to stockpile an arsenal by which to arm an force capable of occupying the city to draw out Batman's allies in order to deprive him above many others of those individuals capabilities to destabilize my plans as well as their means to apprehend my associates. The providing of munitions is something to put to someone familiar with that trade. The necessary wealth to fund any citywide insurrection requires wealth so it will mean employing someone capable of acquiring absurd amounts of cash in short order or alternately done in such a way that its almost too subtle to catch until too late.
Basically get the criminals of Gotham to carry plans that don't interfere with each other yet also put so many layers in place that it will exhaust my adversaries by the time I deliver unto them a city of fear that will be their future.
